Uluslararası Ceza Mahkemesi Koalisyonu, Bahamalar, Grenada, Haiti, Jamaika ve Saint Lucia’nın Uluslararası Ceza Mahkemesi kurucu statüsü olan Roma Statüsü’nü en kısa sürede onaylamaya davet etmektedir. Bugüne kadar Bahamalar, Grenada, Haiti, Jamaika ve Saint Lucia, Roma Statüsü’nü onaylamamış ve UCM’nin yargı yetkisini tanımamıştır.Roma Statüsü’nün kabulünün ardından 11 yıl sonra, Karayip Devletleri Uluslararası Ceza Mahkemesi Roma Statüsü’nü onaylamak üzere eyleme geçmelidirler. Mayıs 2010’da Uluslararası Ceza Mahkemesi ilk Gözden Geçirme Konferansı’nı gerçekleştirecek ve bu konferansta, diğer gündem maddelerine ek olarak saldırı suçunun tanımı ve bugüne kadar Mahkeme’nin kazanımları ve karşılaştırdığı zorluklar ile Roma Statüsü’ndeki değişiklikler ele alınacaktır. Gözden Geçirme Konferansı’nda bölgenin tamamen temsil edilmesi, UCM’nin küresel karakterinin yansıtması ve cezasızlığa etkili bir son verilmesini garanti altına almak için Karayip Devletleri’nin çaba harcaması gereklidir. Şimdi harekete geçin ve Bahamalar, Grenada, Haiti, Jamaika ve Saint Lucia’yı UCM kurusu statüsü olan Roma Statüsü’nü onaylamaya ve mahkemenin yargı yetkisini tanımaya davet edin.

In May 2010, more than seven years after the entry into force of the treaty, the ICC will be hosting its first Review Conference which will consider, among other things, amendments to the Statute including the adoption of a definition for the crime of aggression. Given the impact and repercussions that this event will have for the future of international justice, I urge your government to ratify by the end of February, 2010, so as to ensure full participation as a Party to the treaty during the Conference. Caribbean states played a critical role in the establishment of the ICC and their leadership and guidance have significantly shaped the evolution of the Court and its different organs. To date, 110 countries, including CARICOM member states Antigua and Barbuda, Barbados, Belize, Dominica, Guyana, St. Vincent and the Grenadines, St. Kitts and Nevis, Suriname and Trinidad and Tobago, as well as fellow Caribbean nation the Dominican Republic, have already become part of this historic institution. Moreover, with Chile’s recent ratification of the Rome Statute, the entire South American region has recognized the jurisdiction of the International Criminal Court. I hope that this can set a precedent for the Caribbean region, and that all Caribbean countries will soon join the system of international justice as enshrined in the Rome Statute. It is also of note that the United States has positively re-engaged with the ICC after years of pursuing a policy of non-cooperation with the Court. Therefore, I urge your Excellency to use your good offices to ensure prompt treatment of the ratification dossier as soon as possible. I strongly encourage Bahamas, Grenada, Haiti, Jamaica and St. Lucia to take this opportunity to formally join the ICC this year and by doing so express its ongoing support for justice and human rights.
